v1.0.4C

Hey there,

I am posting a new update atm, v1.0.4C. There are only a few minor updates, but they are pretty important.

- House system is on it's edge, still trying to work on it, only a little buggy :)
- Upgraded to SA:MP 0.3b RC3
- Fixed some minor query's in the script due to some MySQL syntax errors.
- Added a /report command.
- Admin system is now stable, with more commands coming every day!
